Attached is the fourth issue of The Golf Rules Review which covers when and how to take relief (i.e. moving your ball to a different lie) without penalty for "Abnormal Course Conditions". I also provide information on loose impediments and moveable obstructions. If done correctly, the rules of golf enable you to mitigate without penalty the potential affect of an obstruction or impediment close to your ball.
